 "We have a strong trade union with the possibility of negotiating with employers to effectively conduct our own capabilities and improve our labor, social and economic conditions based on the principles of equity ..." – said Nino Odishelidze, the head of the ESFTUG’s Dusheti branch organization presenting the two-year work report. On June 28 of the current year, annual conference of the ESFTUG’s Dusheti branch organization was held, which was attended by 37 elected delegates, ESFTUG’s President Maia Kobakhidze, Deputy Chairman of the Georgian Trade Union Confederation Eter Matureli and ESFTUG’s Executive Vice-President Mari Alughishvili. Giorgi Tsokilauri, Assistant to the Chairman of Dusheti Municipality Sakrebulo, Tinatin Chonkadze, representative of Dusheti Educational Resource Center and Marika Otarashvili, head of Dusheti Municipality Pre-school Institutions’ Association, participated at the conference. The conference was headed by Lali Odishelidze, an art teacher of Pirmisaantkari public school. ESFTUG’s Dusheti branch organization was created again. Nino Odishelidze, teacher of biology at Dusheti municipality N1 public school, with the support and help of ESFTUG’s president and central office and active teachers, created and strengthened the organization, but the work in the direction of teaching and attracting the union members continues. "We are trying to create strong, monolithic primary organizations that will no longer allow violation of teacher’s dignity and authority” - said Nino Odishelidze, leader of the Dusheti branch organization. The infringement of the rights of ESFTUG, the use of administrative resources by the yellow trade union and restriction of the desire to join the Independent Trade Union of Teachers was particularly large in the Dusheti region. Dusheti branch organization had to overcome many difficulties in the process of restoration. Nino Odishelidze thanked the leaders of primary organizations, who contributed significantly to the propaganda of trade union and attracting members. As a result, by the statistical data of Dusheti regional organization, the number of members is growing. In 2016, 17 primary trade union organizations were represented at the Dusheti Regional Organization's reporting-election conference, and in the last two years, 29 primary organizations joined the trade union and in the strict compliance of the voluntary principles, the activities of the attraction of the members are being carried out daily. According to the charter of the ESFTUG, the Dusheti Regional Organization’s Local Council is composed of leaders of primary organizations of educational institutions. Despite the fact that the local council is meeting each month and discussing the issues of concern for the employees, Nino Odishelidze, the leader of the Dusheti regional organization, despite the geographical location of the Dusheti region, decided to hold intensive meetings with members / potential members for their intensive awareness. During the academic year, Nino Odishelidze, along with the active members of the union, with the revision commission and the members of the local council, holds meetings with specially designed timetable, which logical and positive results were maintaining old members and attracting new members. Leader of ESFTUG’s Dusheti branch organization noted that the despite the ESFTUG’s many successful activities and outcomes, leaders of structural units do not have the right to deflect attention, their main priority is frequent communication with the members and care about the unity of education sector employees. Leader of the ESFTUG’s Dusheti branch organization openly expressed protest and indignation about the hindering circumstances related to joining employees to ESFTUG in Dusheti Municipality's kindergartens. "Caregivers in preschool institutions, with their activities are teachers and kindergarten is preschool educational institutions, which confirms the new law of "Early and Pre-school Education". However, due to the surprising reasons for us, employees of Dusheti pre-school institutions are united in civil servants’ trade union, then when ESFTUG’s primary organizations are successfully functioning in the kindergartens across Georgia" - said Nino Odishelidze, the head of the ESFTUG's Dusheti regional organization. She tried different legal ways to clear the issue, talked with the kindergartens’ employees, but the issue is still unclear. "There is a lot to be done to strengthen our members’ faith in the trade union and teach them their rights. The protection of teachers' rights is a necessary condition for teachers to be able to establish a decent place in society," - said the speaker. Nino Odishelidze has clearly explained the negative consequences of incorrect reforms that thoroughly undermined the general education system and negatively impacted on the main issue - the future generation’s upbringing issue. She noted that after the recognition of Georgia’s independence, during the reforms no one has taken into account the views of practicing teachers, the teachers had only obligations and left without support from the state, and campaign against the teachers weakened authority of the teacher and caused the discredit of the teacher. A part of the teachers' community has left the profession, refused the beloved, noble work ... left school and went abroad to work for elementary living. The part of the teachers was involved in the inappropriate activities of their education," - said the head of the Dusheti branch Organization with a heartache. Nino Odishelidze noted that there is a lot of problems in the educational system, being the country's socio - economic formation, and in the establishment of a modern and successful state, the teacher has a very important role and its socio-economic situation is still difficult. Nevertheless, teachers serve their great and honorable profession with great love and commitment. The head of the Dusheti branch organization has made accent on the lack of remuneration of the public schools and kindergartens’ employees. "Despite the fact that by the ESFTUG’s initiative in 2015 – 2016 years, twice grew public school teachers' base salary, the pedagogic community in Dusheti region fully shares the demand of the ESFTUG to develop a 3-4-year government program on gradual growth of teacher base salary, that the teacher's average salary will be equal to the public sector employees’ average salary "- said Nino Odishelidze. Nino Odishelidze talked about the structural strengthening of the ESFTUG’s Dusheti regional organization, about the increasing the fightability of trade union members. "It is two years since the teachers’ union re-birthed in Dusheti, it become an important power and with the direct involvement of ESFTUG positive changes have been made for the improvement of the labor, social and economic conditions of the teachers," - said Nino Odishelidze. The leader of Dusheti branch organization has positively demonstrated the positive dynamics of the joint work of teachers and principals of public schools and expressed gratitude towards principals for collaboration and promoting trade union activities. ESFTUG’s Dusheti branch organization extensively cares about the professional growth of members according to their demand. Nino Odishelidze noted that with the support of Teacher Professional Development Center, ESFTUG implemented project in which four small contingent schools of Dusheti municipality were participated. After successful completion of the project, the teachers received 1.5 credits. During the reporting period, a lot of trainings in the subject area and professional skills modules were conducted, for accountants - financial issues and management trainings. Members of the Dusheti organization were involved in large-scale events organized by ESFTUG. According to the needs various problematic issues were discussed with the principals and Resource Center. Members were taking legal advices from the legal department of ESFTUG and conflict situations were discharged after the negotiations, with the support of representatives of the ESFTUG’s central office. The head of the Dusheti branch organization, once again noted that it is necessary to increase the number of members, mobilization of more funds and organize more varied events. However, despite the small revenues, members of Dusheti branch organization always felt great attention during the holidays, using summer vacation programs and other services. The database of single mothers, socially vulnerable, single pensioners is created and special programs for their assistance will continue in the future. “The fundamental principle of the trade union is to start collective negotiation with employers, but to maintain the independence, we should talk with the partners from equal position and do not forget one of the main factors - teachers need an independent, principled leader, and not the authorities affected person! "- this is how head of the ESFTUG’s Dusheti branch organization Nino Odishelidze assessed the two-year successful results-oriented activity. Finally, Nino Odishelidze gave special thanks to the ESFTUG’s president Maia Kobakhidze for trust and support. She noted that it is a privilege for her to be a member of the ESFTUG’s bureau that provides more involvement in ESFTUG’s activities. Participants of the Dusheti regional organization’s conference were welcomed by the honorary guests. Delegates expressed their opinions and expressed critical comments on teachers' socio-economic issues, labor conditions and shortcomings of professional development schemes. The conference delegates and invited guests were welcomed by the head of the Dusheti municipality kindergartens’ union. She thanked the President of the ESFTUG for the purpose of supporting the development of preschool education in Georgia and expressed readiness for future cooperation. Deputy Chairman of the Georgian Trade Union Confederation Eter Matureli positively evaluated the healthy, open and free discussion of the conference delegates and guests, the results of trade union activities and future priorities. She talked about the main directions of Georgian Trade Union Confederation’s activities, women's rights, pension reform projects, labor safety and more. Eter Matureli expressed hope that teachers will always be solidarized and will be more active in protecting their rights. Delegates of the Conference approved the 15 members of the local council of the ESFTUG’s Dusheti branch organization and selected three delegates of the ESFTUG's reporting-election congress for 4 years.
