Dear Mr. Abuldze,
We have reviewed your order B66.01250766, issued on March 17, 2025, regarding the expected reorganization and personnel changes in public preschool institutions under the supervision of the Tbilisi Kindergarten Management Agency. This decision has been met with strong opposition from trade union members, employees, and the public. Regardless of your intentions, reorganization and personnel changes inevitably lead to negative perceptions, as they directly affect certain employees. Your order has already sparked mixed reactions, including politically motivated interpretations.
As you are aware, according to current legislation—the Labor Code of Georgia, the Law of Georgia on Trade Unions, and the Law of Georgia on Early and Preschool Education—,,the employer is legally required to consult with the trade union when making decisions that affect employees' working conditions”.
In light of this, we formally request that you clarify the necessity of this reorganization and involve representatives of the ESFTUG in the reform process of preschool institutions, as should have been done before issuing the order.
We strongly believe that such rushed reforms negatively impact employees' interests, and we will utilize all legal means to protect their rights.
